Malaysia: MCO on Selangor, KL, Johor and Penang to be lifted on 5 Mar 21

• The Movement Control Order (MCO) in Selangor, Kuala Lumpur, Johor and Penang will be lifted and replaced with the Conditional Movement Control Order or CMCO starting 5 Mar 21, Senior Minister Ismail Sabri announced on 2 Mar 21.
• The four states will be placed under CMCO until 18 Mar 21.
• “We decided to lift the MCO and to replace it with CMCO following a briefing from Health Ministry,” he told a press conference for official media.
• The easing of restrictions comes a week after the country kick-started its coronavirus vaccination programme, with Prime Minister Tan Sri Muhyiddin Yassin being the first to receive the vaccine shot on 24 Feb 21.
• As for the CMCO in Kedah, Kelantan, Negeri Sembilan, Sarawak and Perak, Ismail Sabri said it would remain in place, while the CMCO in Melaka, Pahang, Terengganu, Putrajaya, Labuan would be changed to Recovery Movement Control Order or RMCO.
• “The order will be effective from 5 to 18 Mar 21, except in Sarawak, where the RMCO implementation will start from 2 to 15 Mar 21. Perlis will remain under RMCO,” he was quoted as saying by the news agency.
• In summary, 7 states and a federal territory will be under a conditional MCO from 5 to 18 Mar 21. They are Selangor, Kuala Lumpur, Negri Sembilan, Johor, Penang, Kedah, Perak and Kelantan. The rest of the country will be under a recovery MCO.
• Meanwhile, Ismail also announced that inter-district travel will be allowed except for Sabah when the MCO is lifted on 5 Mar 21, with the exception of Sabah.
• The inter-district ban in Sabah will be maintained for two weeks from 5 Mar 21 he said, based on the request of the state government.
• However, interstate movement remains barred in Malaysia. Ismail opined that lifting interstate travel will depend on the MOH’s risk assessment.
• He also said crossing between Selangor and Kuala Lumpur is allowed. However, movement from Selangor or Kuala Lumpur to Putrajaya is still not allowed, as Putrajaya is under RMCO.
• This is to protect Putrajaya from the spread of Covid-19, he added.
• In addition, Putrajaya has now allowed social events such as weddings, birthday celebrations, reunions, meetings and seminars to take place.
• Senior Minister Ismail Sabri Yaakob said organisers however must abide by strict standard operating procedure (SOP) set by the National Security Council.
• He said the NSC had pegged attendance at these events in areas which are under CMCO to 50% of the size of the area.
• Meanwhile, Ismail Sabri said the government is also allowing public spaces such as museums, nature parks, extreme park and art galleries to open.
